Tested the issue on reported chrome version # 86.0.4240.198 using Windows 10 as per the steps in https://crbug.com/chromium/1151736#c0

I noticed that both Windows version and Browser version are different from reported. I'm using an AMD GPU on windows.
Reported Windows 10 OS Version 2009 (Build 19042.630)
Tested on Windows 10 OS Version 2004 (Build 19041.630)

Can't think of anything else that is causing WebGL support to not work on chromium based browsers. Again, the same hardware and browsers work well on Ubuntu (separated partition)

I will try that again, but I was wondering why Firefox doesn't have the same driver problem or why on ubuntu the AMD GPU works fine.

Firefox simply doesn't disallow using that AMD driver, so any bugs in the driver may manifest as correctness errors or crashes in Firefox's rendering or WebGL. It may also be that Firefox somehow doesn't tickle those bugs.
The two bugs referenced have more info.https://crbug.com/chromium/1069262 is restricted-view, but it's just a high crash rate on the systems that got stuck with that particular driver ("GPU process crash spike with AMD driver 8.17.10.1404").

This GPU (VENDOR= 0x1002, DEVICE=0x68be) is the AMD Radeon HD 5700, which was released in 2009: https://www.google.com/search?q=amd+radeon+hd+5700+release+date . I don't think the Chrome GPU team can afford the time to try to make hardware acceleration work on such an old GPU.

That AMD page (https://www.amd.com/en/support/apu/amd-series-processors/amd-a8-series-apu-for-laptops/a8-5550m-radeon-hd-8550g ) lists two legacy drivers:
1. Catalyst Software Suite 15.7.1 WHQL
2. Radeon Software Crimson Edition Beta Crimson Edition 16.2.1 Beta
The first one is the version 8.17.10.1404 (same as the C#0's).
The second one is the version 8.17.10.1433. I just installed it (I have an AMD Radeon HD 6850). Here is the about:gpu content:

By the way, I only came to this issue because Google Maps 3D stopped working on my PC. Lots of users are having the same problem, and many of them are probably using those GPU and drivers.

The GPUs under discussion here - the AMD Radeon HD 5700 and Radeon HD 6800 - are over ten years old. I'm sorry, but our team does not have the ability to actively support Chromium's GPU acceleration on such old hardware.

The AMD Radeon HD series are still widely sold and used in brand new cards.
I only bought mine a couple of years ago. I wish this could be reconsidered
as I believe that there are many more owners of these cards than may be

The GPU blocklist was just updated in https://crbug.com/chromium/1069262 to allow the use of more recent AMD drivers. Please test with Chrome Canary to see whether that improves the behavior on these AMD GPUs.
I do see that Newegg is selling AMD Radeon HD cards containing fairly old GPUs that were released in 2010-2012:
