Please click the "Developer mode" checkbox at the top of the page, and take the screenshot again. We need the ID of the extension, and the ID is shown when in developer mode.

I don't think this is a bug. My guess about what's happening here is that installer you downloaded is causing this behavior, by changing Chrome settings and preventing the user from uninstalling the extension.
In general, you shouldn't run untrusted executables (e.g. from the internet) as the executable can have full control of your machine. I also suggest running a malware scan on your computer.
Finally, please post the extension id so that we can investigate further.

He's a bit upset, and says that we (users) can't always be sure if we can trust the executable, and we usually rely on our antiviruses and our common sense. But in some cases, when we install some needed software, we end up getting unwanted extensions.

The problem is not with extensions - the problem is with restricting user of doing something with his own browser. I understand, that there could be a corporate policies defined, but for PC user it shouldn't be such restrictions.
For example here is use-case:
*Background*
You have a grandma. Unfortunately she has Windows PC, not Ubuntu or Mac. And she incidentally installed mentioned malware and asked you to remove.
*Expected behavior*
You go to chrome://extensions and remove this malware extension. Possible to do so, you need to confirm that you're removing "protected" extension.
*Observed behaviour* You need to google for registry keys, where Chrome stores its extensions, find ids of extension, remove it from registry.
I think that the best solution for now would be add additional confirmation to user with warning about uninstalling protected extension.

Looks exactly like same problem.
I assuem Ask.com developer also found this feature in docs:

For now, the only solution for Windows: open "regedit", navigate to "Software\Policies\Google\Chrome\ExtensionInstallForcelist" find key with extension id and remove it.

Some info about this problem...
This undeleteable extensions cant be disabled by browser too. So... "No more silent extension installs" (http://blog.chromium.org/2012/12/no-more-silent-extension-installs.html ) - not actual still.
This extensions are installed by soft and browser cant do with them anything. Cant disable and cant delete.
This is 0day priority problem.

This has been fixed in Chrome 28. Chrome 28 will go to stable in mid-July, so everyone experiencing this problem will see those extensions disappear in July.
