I have found the file:
1. Java download page:http://java.sun.com/javase/downloads/?intcmp=1281
2. Java SE Runtime Environment (JRE) 6 Update 10 -> Download
3. Select Platform(Windows), Language(Multi-language), Check
"I agree to the Java SE Runtime Environment 6 with JavaFX License Agreement" -> Continue
4. Next screen has:
Windows Offline Installation jre-6u10-windows-i586-p.exe
Windows Online Installation jre-6u10-windows-i586-p-iftw.exe
Windows Online Kernel Installation jre-6u10-windows-i586-p-iftw-k.exe
1. Java download page:
2. Java SE Runtime Environment (JRE) 6 Update 10 -> Download
3. Select Platform(Windows), Language(Multi-language), Check
"I agree to the Java SE Runtime Environment 6 with JavaFX License Agreement" -> Continue
4. Next screen has:
Windows Offline Installation jre-6u10-windows-i586-p.exe
Windows Online Installation jre-6u10-windows-i586-p-iftw.exe

If you install the jre-6u10-windows-i586-p.exe and restart Chrome, you should see the
Java plugin working.

[WorksForMe] using Chrome 0.3.154.9 (Official Build 4058) to install jre-6u10-windows-i586-p-iftw.exe
My steps:
(Note: This computer has NO previous Java installs and NO previous Java6U10 beta or release candidates.)
1. Use Chrome to run Steps 1-4 fromhttps://crbug.com/chromium/4000#c4 , and save jre-6u10-windows-i586-p-iftw.exe to my computer.
2. Close all running programs including Chrome
3. Run the jre-6u10-windows-i586-p-iftw.exe Online Installation (while online, of course)
4. The install completed successfully.
5. Start Chrome and go to a website that uses Java.
6. Java tray icon correctly appears and Java applet works correctly.
