Found the culprit, it was the MozBar extension. Works like a charm now.

What steps will reproduce the problem?
What is the expected result?
The sticky footer is suppose to attach to the bottom of the browser window or the footer will be pushed to the bottom of the page by the content.
What happens instead of that?
Bottom of the footer will load where the content ends. This covers part of the page content.
Please provide any additional information below. Attach a screenshot if
possible.
Bootstrap sticky footer works in IE 11.0.9600.17278, Firefox 32.0.3, and Opera 24.0.1558.64. Must be some weird bug in Chrome.
I even checked other chromium browsers such as SRWare Iron and Comodo Dragon. The sticky footer works as expected.
As a side note, I turned off all plugins and cleared cache. Chrome still display the footer incorrectly.
