Unable to reproduce the issue on Windows and Chrome: 40.0.2214.91. Do you have any apps / extensions installed ? If so, disable and then see if this issue is still reproducible.

The only extensions I have installed are " normal Adblock" and "Web Of Trust" and nothing else and these are not causing any problems.
I have tried to Google the answer to my problem and found other people asking about the same issue.

Go to:
Chrome://Flags
Enable New Profile Management System
Change Drop Down Menu to "Disabled"
Restart Chrome
After these steps above I can confirm that the "Desktop Icons" STOP REFRESHING Themselves on Google Chrome Launching and the little person button disappears from the top right corner next to the "minimize, maximize, close buttons"
To be fair this problem appeared when the new profile management suddenly popped up (that little button with a person) next to my "minimize, maximize and close button at the right top side of my Browser.
I also have to point out that I have IE 11 browser and there was NO problem with icons refreshing on launching this browser.
PLEASE CAN YOU CONFIRM whether it is OK to have a PERMANENT adjustment made in "Chrome://Flags-->> Enable New Profile Managment System -->> Disabled
.......... so it won't interfere with future Google Chrome updates or do I have to undo the steps back to "Default" and wait whether this issue is going to be explored more deeply at your end ???

I have the same issue, and it started with latest update of Chrome. Open Chrome, a few seconds later, every blasted icon on my PC desktop refreshes.

I like to have my desktop icons set to Medium View.. however when I open Google Chrome Browser via shortcut... all my desktop icons change to Classic View, which is much smaller than medium. They don't change other than the sizing, but it's still annoying, please fix. :)

I found a small workaround - I was able to fix this problem by right clicking on my desktop > View > then uncheck the 'Align To Grid' option.
My icons are susceptible to disorder this way, because they're not aligned to a grid haha, but I can work with it.. atleast they will appear normal and not change.

same here, i launch chrome then for 3-4 second i just see white window, i always work with maximized chrome window so i didin't noticed in the beggining that desktop icons are refreshing twice on the desktop, but that's why chrome is frozen for 3-4 seconds, even when i disable all extensions same happens
BUT applied fix #2 and now it's everything ok!

Problem started after latest chrome update. Need fix soon. I will abandon chrome (like it matters) and tell others to bounce. Win7 Pro user. Disable profile flag did not solve.

in addition to my comment above (#26), I have also noticed a significant lag since the most recent update. I use McAfee security software and regardless if I turn the extensions on or off the lag and screen refresh continues. is this issue being addressed? Win7 pro user.

As per #33, my Chrome is also very unresponsive. Its actually got me running virus scans because of the symptoms. Some new tab pages even start off with "cannot display webpage" before suddenly loading.

Installing beta version seemed to help, a bit, but something is still not right, icons flash upon install and again when you sign in to user profile, unchecking hardware acceleration does not help, disabling user profile feature does not help, AND chrome is still very laggy. something just does not smell right. I have begun using firefox & ie and I know there are others that are experimenting with alternate browsers.

I have same issue, my desktop will randomly refresh when i start up chrome and use it, I have version Version 56.0.2924.87 (64-bit).
Description
Steps to reproduce the problem:
1. When I launch Google Chrome all my desktop icons refresh themselves (it seem like the refresh happens twice whilst the browser is opening for the first time with this latest update). There was the same issue with previous update too but it refreshed all desktop icons only once.
