There are no experiments running currently for Cast. The presence of the icon is controlled via the chrome://flags#enable-media-router flag.
I would ask the user to check the value of this flag. If it is set to "Enabled," then the mostly likely explanation is that the user explicitly enabled this feature, in which case the behavior is WAI. If it is set to "Default," the user should see no Cast icon. If they do, then there's definitely something else going on.

Aforementioned user here. Disabling the #enable-media-router flag removes the icon as required. Thanks for the tip!

Chromecast icon shouldn't show for users who don't have Chromecast. See attached screenshots.
Is this a bug or an experiment that's running for Linux users?
