Able to reproduce the issue on chrome reported version# 69.0.3497.100 and latest chrome 72.0.3581.0 using Mac 10.13.6, Ubuntu 14.04 and Windows 10. Steps mentioned in comment# 0. As this issue is seen from M-60(60.0.3112.0), hence considering this issue as Non-Regression and marking it as Untriaged.

Steps:

Launched chrome with Japanese language and Navigated to given link in thehttps://crbug.com/chromium/895625#c0 and observed some text on the page in english language.

1. Go to a random site like facebook and youtube and the language changes automatically to Japanese

All the text on the page will be in japanese.

Google chrome doesn't use English for many of my web pages even though there's only one language that is set in my settings and its English (Canada)
