Able to repro this issue on Windows7 using: 41.0.2232.0 (Official Build) canary & latest stable: 39.0.2171.71.
This is non-regression issue, same behavior is observed from M28.

If javascript stop working in the tab where the print dialog is open, i would be understandable to me. But all tabs don't execute javascript any more. I thought that every tab is an own process.

Tabs may or may not be hosted in their own processes in Chrome.
Regardless, I don't think the web's specs guarantee anything in this area. Closing as WontFix.
