Thanks for the report! I looked into this some more and it turns out that the bright white color is actually a regression introduced earlier in https://crrev.com/c/3093160 . A side-effect of my CL https://crrev.com/c/3231275 is that it restored the original (not bright white) color.
Therefore marking this as "Won't fix" since the current color is working as intended.

Description
OS : Windows(7,10,11) and Mac(11.4,12.1,11.6 Beta), Linux
Steps to reproduce:
1.Launch chrome and open NTP
2.Navigate to Developer Tools and select ‘Elements’
3.Change DevTools to theme to Dark and observe
Actual Result : Horizontal 3 dot icon is displaying very dull in dark theme of DevTools
Expected Result : Horizontal 3 dot icon should look bright in dark theme of DevTools
This is a regression issue broken in M-97

Bad Build : 97.0.4676.0 (Revision - 933313)
You are probably looking for a change made after 933064 (known good), but no later than 933088 (first known bad).
