The bug appears to be connected with `scroll-margin-top/bottom`. Removing these properties also appears to fix the scroll issue on the reproduction page above (1).

(1) Go to
(2) Try to drag-select text from the code blocks that have a horizontal scrollbar
What is the expected result?
The page should stay in place and the text should be selected normally.
What happens instead?
The page will start rapidly scrolling down.
This behavior does not happen in the code blocks that don't have a horizontal scrollbar, and it doesn't happen at all in Firefox.
